This page describes the nature and the limits of the services offered through randykopplin.com. Each engagement is also governed by a separate written proposal or agreement; where that agreement and this page differ, the agreement controls.
Randy Kopplin provides independent, advisory review services — architectural plan review, building and development code review, and construction administration support. These are professional opinions and recommendations intended to assist the owner, developer, or design team. They are an added set of experienced eyes, not a design, engineering, or inspection service.
Randy Kopplin is a registered architect in the State of Texas. Within Texas, services are provided consistent with that registration. Outside Texas, the services offered here are advisory only: they do not constitute the practice of architecture in that jurisdiction and are not offered under a license in that state.
No drawings are stamped, sealed, or certified as part of these advisory services unless that is expressly agreed in writing, for a project within Texas and within the scope of that registration.
An advisory review does not replace — and does not take on the responsibilities of — the architect of record, the engineer of record, the contractor, or the authority having jurisdiction, including the building official and plan examiner. It is not a permit, an approval, or a certification, and it does not relieve any party of its own obligations.
Findings are based solely on the materials provided and the time agreed for the review. A review cannot, and does not, guarantee discovery of every error, omission, code issue, or concealed condition. Where a site visit is included, it is a limited visual observation at a point in time — not an exhaustive or continuous inspection, and not a certification of work that is concealed or not observed.
Responsibility for the design and for compliance with applicable codes and regulations remains with the owner and the design team. Recommendations are offered for their consideration; the decision whether and how to act on them is theirs.
Nothing here is a guarantee of a particular result, approval, or cost. The value of the service is a careful, experienced review — not an assurance that a project will be approved, built, or free of issues.
